Public Awareness & Education Campaigns

A public awareness campaign should change what people understand and do, not just how many see it. We research the gap between evidence and public perception, design ethical messages, and test them before launch.

The challenge

The problem behind the problem.

Public education campaigns often begin with a creative concept rather than an understanding of the audience. Organizations know their message is important, so they assume visibility will lead to understanding and action. But awareness alone rarely changes behavior. People filter information through existing beliefs, trusted sources and practical constraints. A campaign that ignores those filters may reach millions of people and change very little, or worse, reinforce misconceptions by repeating them.

We have researched the gap between an industry's real benefits and consumer perception specifically to ground an education campaign in science. That work showed how much campaigns depend on understanding which beliefs block action, which messengers are trusted and how framing affects interpretation. Public health and education campaigns face the same challenges with higher stakes. A public awareness campaign grounded in behavioral science targets the beliefs and barriers that matter, uses honest framing and builds in evaluation from the start.

Our approach

How we deliver public awareness & education campaigns.

  1. 01Observe

    Research public understanding

We conduct interviews and community conversations to learn what people currently believe about the issue, which sources they trust, what language they use and what practical barriers stand between awareness and action. We include groups the campaign most needs to reach, which are often the hardest to hear from through conventional research.

  2. 02Signal

    Measure the perception gap

We design surveys that measure knowledge, beliefs, attitudes, trust and intentions, and combine them with existing public data. Analysis identifies which beliefs most strongly predict the target behavior and which audience segments hold them. This shows where a campaign can make a meaningful difference and where other interventions, such as improved access, are needed.

  3. 03Design

    Frame messages ethically

We develop message strategies and creative briefs grounded in research: framing that is honest and relevant, trusted messengers, social proof that reflects real norms, concrete calls to action and attention to literacy and language. We avoid fear tactics that backfire and messages that inadvertently spread the misconceptions they aim to correct.

  4. 04Test

    Pretest with real audiences

We pretest messages and materials with members of target audiences, measuring comprehension, credibility, emotional response and intended action, and comparing variants through randomized tests where possible. Pretesting catches confusion, unintended interpretations and cultural missteps before they reach the public, when changes are still inexpensive. Community partners help interpret the results.

  5. 05Scale

    Launch and evaluate

We support launch with an evaluation plan that tracks reach, understanding and behavior over time, ideally with comparison regions or groups. We help teams monitor early indicators and adjust channels and messages during the campaign, and we document lessons for future campaigns and partner organizations.

Message strategy and research-based creative brief
Pretest results comparing message and material variants
Campaign evaluation plan with behavioral indicators
Campaign learning report for partners and funders
Outcomes

What changes.

Campaigns target the specific beliefs and barriers that stand between awareness and action
Messages are understood as intended across audiences with different backgrounds and literacy levels
Organizations avoid campaign approaches that backfire or reinforce existing misconceptions
Funders and leaders see evidence of changed understanding and behavior, not only reach
Who we serve

Who engages us.

We work with communications and program leaders at public health associations, medical associations, health departments, school districts, foundations, trade associations and nonprofits planning public education efforts. Common triggers include a new public health priority, an industry facing misunderstanding, low uptake of a beneficial service, a funded awareness initiative, or a campaign that achieved wide visibility without the behavior change it intended.

Industries

Impact lens

Beyond the balance sheet.

Well-designed public education helps people make informed decisions about their health, their children's learning and their communities. Accurate understanding can lead to earlier screening, better use of available services and more trust in reliable information. We are committed to campaigns that respect autonomy and avoid manipulation or stigma, especially for communities that have reasons to distrust institutions. Honest persuasion builds trust that lasts beyond any single campaign.

FAQ

Frequently asked questions.

Why do awareness campaigns often fail to change behavior?

Awareness is rarely the only barrier. People may know what to do but lack time, access, trust or a clear next step. Campaigns that focus only on visibility miss those barriers. Grounding a public awareness campaign in research identifies what actually stands in the way, so messaging and complementary actions address the real problem.

Do fear-based messages work?

Fear can draw attention, but it often backfires when people do not feel able to act, leading to avoidance or denial. Research in health communication suggests threat messages work best, if at all, when paired with a clear, achievable action. We generally favor honest framing that builds confidence and relevance.

How do you test campaign messages?

We pretest with members of the target audience using interviews, surveys and randomized comparisons of message variants. We measure comprehension, credibility, emotional response and intended action. Where possible, we run small live tests in digital channels to observe real behavior before committing the full campaign budget. Testing with communities most affected also helps prevent messages that stigmatize or alienate the people a campaign needs to reach.

Can you work with our creative agency?

Yes. We typically supply the research, message strategy, creative brief and testing, while agencies develop creative execution and media plans. Collaboration from the start works best, so creative teams understand the audience insights and testing results feed directly into revisions. We can also help brief partner organizations who will carry the campaign into their own communities.
